Root Time zone wrong

So i rooted my phone, left it at stock and for some reason it thinks I'm in eastern timezone when I'm not. I do live like 15 miles from the timezone border. My old phone a Lg optimus did not do this.

I've tried changing the timezone under date and time and disabled the network setting in there but it still keep changing it back to eastern time.

Any ideas as to what I can do to get it on the right timezone.
