Apps title bar?

Can this be changed without root? There is a black one that some folks are using with Root- would gladly pay .99 for a black title bar..... is it possible devs?

There are two ways this can be done.

1) Having root, modify the systemUI.apk

2) Using an app that provides a system overlay window.
