OK.. I was using my neighbors wifi which only gave me about 2 mbps down and 1 something for upload. I dropped this in my system/etc/ and in system/etc/wifi changed the perms as all the other files. and then I used the 3g Turbo charger script to run the after burner. now speed test is reading Max Down speed (maxed out in red) and Max up or near.
steps
download Zip/
go into root explorer
unzip file
go into extrCted
copy tiwlan.ini
go to system/etc/wifi
paste
fix perms
run the 3g Turbo charger script and select option. 7 . if you did this right it will tell you the file was found and it will do its thing.
reboot and enjoy!
