Is there a way to get the tool box on the s4? My s5 has it and I like its functionality.

I'm guessing that most S4 users will not be familiar with the S5 Toolbox. Is it anything like these that are on the Play Store?...

The s5 toolbox is nothing like these. It allows you to choose 5 apps from a semi transparent dot. Unlike multi window, you can choose any app. Really useful!
