I have tried to flash the last few Celeb roms and it does not seem to get a full flash. No market, among other things. Does Celeb have a starting rom and then all the others are flashed on top of it? Thanks

Yes. You need to flash a small Google apps package right after flashing the ROM, and before restarting the phone. You can find the latest CELB and the separate gapps download here: Android ROM Site
