Adara, I can't speak for operations abroad, but here in the USA, your assessment is essentially correct:

According to this link, calls and SMS go over 1x. MMS (picture messages and group messages) go over 3g/4g. Wifi is for data only, not voice calls or SMS/MMS. Or that's what I get out of it.

I assume it works the same on AT&T, TMo and Sprint too.

I have no idea if/how VoLTE will affect that dynamic.
 
I'm with you speedlever - your comment was reasonable and didn't deserve to be quoted in a disagreeing manner. In the end you guys all agree so... no disagreeement.

Btw, as long as your connected to WiFi, carrier data won't be used regardless :)

Thanks for your knowledge. if you have time can you give your opinion on chip sets I choose to go with the quad processer and (snapdragon) over the dual quad...thoughts? this is all new but I have done some research
 
I've had my s4 i9500 for a week or two now. On my OS I can simply un-check data and it does exactly what I had hoped it would do, only connect using Wi-Fi and no data charges on my bill:). Using 4.2.2 jellybean.
Thanks for all of the help and feedback from all who replied. Your help was what made me decide to go Samsung.
