Help Turn off Wifi scanning?

Anyone know how to turn off wifi scanning? My phone is constantly logging into networks that I do not want it to. I click the "forget network" which works for a few seconds then it rescans, and automatically acquires that network again. There has to be a way to just turn off the scanning without turning off wifi all together. I tried an app called wifi buddy that has an option to disable the scanning, but it still scans even while that option is disabled.
 
you should have a bar somewhere that has wifi, gps, bluetooth, and display brightness. just click the wifi off. or you can just go into settings and turn wifi off.
 
I understand that you don't want to turn Wi-Fi off all together, so I don't know if this helps, but it's worth posting up just in case.

Go to SETTINGS > WIRELESS AND NETWORKS > Wi-Fi settings > press the MENU button, and click the ADVANCED Tab at the bottom.

There's a sleep policy there that will allow you to turn wi-fi off when the screen is turned off.

Or you can also configure it to your IP.
