turning of voice control for the blind

I have a 4GLTE Verizion phone and I cant seem to turn off the voice for the hearing impaired like my phone tlks all the time .How do I turn this feature off cause this is getting on my last nerve. Help me please!!!!!!!

Depends on phone and Android version but try to go into your settings, then Accessibility. Once in that section of settings you should see a TalkBack feature...make sure its off.

Settings > accessibility > talkbalk - disable this service.
