Help unable to receive a call nexus 5

Nexus 5 screen issue ,I CAN NOT ANSWER AN INCOMING CALL, the screen does not turn to call receiving/rejecting mode ..? any touch to the screen rejects the call . ?/ i do not want to reset ,opening and closing does not help ? Any idea for the solution will be welcomed .

Off hand you might try going to settings>apps and then clear data on the phone app.

Can't think of anything else short of a factory reset at the moment.
