Help uninstall

I uninstalled Chrome and it left a stub in internal storage/memory. Is that normal? Can I somehow delete the stub? It doesn't seem right that an app can do that. If I uninstall it I want it completely gone--the way my system was before I installed it.

Also I have an app on my phone called Android System WebView. What does it do? Going by the name it seems like another browser.
 
You haven't said what device you have, but both Chrome and Android System Webview are Google apps and came preinstalled on my HTC M9 so I can only uninstall updates, and I assumed that was the norm.

so, is it necessary if I no longer have chrome installed? Is it bloatware? Can I safely disable it?
