100% rumor. Insiders who first leaked information and pictures of the phone have indicated it wasn't locked down a couple months ago but that they anticipated it being locked down by release. No one really knows for sure at this point except some folks at Motorola.

And will it feature an unlocked bootloader -- a distinction that allows power users to gain administrative access and make advanced modifications? For now, my friends, all we can do is watch and wait -- and hope.

They don't say anything definite at all.
