Root Unlocking legalised - implications for rooters?

The US Copyright Office have moved to legalise the 'unlocking' of all mobile handsets.

You can read the story here

It makes sense that there will in all likelihood be some sort of implications for those that root their android devices, so what do we think they are likely to be? Presumably it will have no effect on manufacturers honouring warranties on rooted handsets?
 
It may encourage more US based developers to get involved giving us a bigger choice of ROMS and tools etc.

Shouldn't make any difference to rooting voiding warranties,
Unlocking just involves removing the subsidy lock so you can use any sim card.
Rooting on the other hand gives you access to areas of the phone that the manufacturers want off limits.

The ruling directly references actions such as allowing the installation of apps that have not been sanctioned by apple, which is surely closer to rooting than merely allowing network operator to be changed? Then again I might be wrong!

Apps are a different thing all together, Apple are actually employing restrictive practices.
 
About bloody time, apple have taken the piss over the years, one of the reasons i switched to Android. This is a good move for consumers.
