unlocking orange handset??

I had a HTC hero on the orange network so its basically a orange handset, is there anyway i can unlock it so my friend can have it and use his orange sim card in it? my local phone shop tried to unlock it but they said the place they used failed, has anyone done this successfully? before the shop had it he couldnt even access the menu with his voda simcard in but now he can but he just cant make or recieve calls theres just an cross on the signal bar and a sim card symbol with a '!' next toit, any help appreciated guys
