Ok. So about a week after the Rezound came out my parents decided to get me a phone for my birthday. I chose the Rezound in hopes of getting ICS and because I'm a bit of an HTC diehard. Anyway about a year into my stint with the Rezound my parents left Verizon. My question is can I update to ICS over WiFi or does the phone have to be active on Verizons network.

To recieve updates from Verizon you will have to have their active service. If your Rezound was rooted you could get the benefits of different Android systems by flashing updated Roms.

What version of software are you on, and what is the reason for upgrading (moving to a new carrier, global mode, just to get ICS)?
