Upgrading the wife from an Epic 4G to the S3. She plays the smurf game and is afraid to lose all of her progress/data. Can I move her smurf village over to the new phone? the app says its on the sd card, not the phone. will moving the card to the new phone take the app and all progress to the new phone?

No it wont. Well not on its own anyway. The /sdcard on the epic is the removable sd card. /sdcard on the s3 is the internal sd card.
You would need to put the micro sd in which becomes /extSdCard and transplant what you want using a file manager to the same location on /sdcard

To move game data like progression data yes, titanium backup is recommended to save the data once root is obtained.
