Help USB connected/USB debugging connected

Thanks, rounsy222, but I guess I wasn't clear: The craziness happens when there is no cable plugged into the phone. Right now, with my phone connected to the charger, these behaviors are absent.

The port and cable seem to work fine with the charger.
