Help USB Debugging - On or Off?

Just lately I've noticed that I get a "warning" that USB Debugging is set to "on". I've never had this warning before andI didn't intentionally turn it on myself, so I was a little puzzled as to why it started to occur.

Is it better to have it on or off?

I'm running LeeDroid 2.3d if that is relevant.

I tend to leave it on to be honest. Doesn't do any harm as far as I know.

I assume you get the warning notification when you put the phone on charge as well?

The notification doesn't really bother me. It's just puzzled me because it never used to come up, despite the fact I haven't changed anything.
