Help USB Debugging

I have never had a phone that required the RSX key fingerprint for debugging to work. I got into the developer options, turned on debugging and plugged my phone into my laptop ( windows 8.1). Phone connects as an installer, then about 15-30 seconds later it says connected as MTP device. But I never get the prompt for the RSX KEY Fingerprint. Am I doing something wrong? Do I have a faulty phone? Driver issue? I have downloaded and re installed the driver a few times now.

Any feedback would be great!

At least for initial rooting, I connected as PTP, then did "ADB devices" and got nothing.

After initially plugging the phone in to the PC USB, as PTP, on the phone end tell USB to change to Internet, then select the Ethernet sub-option that appears. Try "ADB devces" from the PC side, see if the phone is now recognized, and on the phone side you get the prompt to accept fingerprint.

The PC USB driver I use is the one I referenced here: http://androidforums.com/showthread.php?t=846735
