USB Input in Car

I just purchased a new car and it has a USB slot. The dealer said that it recognizes an iPod and will charge any USB device. Is there a way to use my Droid 3 as a music player in my car?

Through a usb, you could plug your droid in and if it prompts you to charge only or copy/read files then you can.

Do they need to be a particular file format or should MP3 work just fine?

If it mounts as storage, then it will play your music. mp3's should work fine. If you car has a hands free system, I find Bluetooth to be more convenient to stream music.
