usb otg allows your phone to act like a host...

so when you plug in a mouse into a micro-usb plug, guess what, a mouse pops up on the screen and you can use it...

and you can plug your keyboard in and guess what.. it works...

plug in your tablet into your phone and guess what, your phone will charge your tablet...

so what you are doing by plugging your phone into your computer is letting the computer use your phone... and not the other way around so it wont charge it...

ohh so if the computer is using the phone what is it using it as? storage or a mouse or something

when the computer is using the phone, it charges it/uses it as storage...

when the phone is using the computer, nothing really happens though in theory, the phone should charge your laptop if usb otg is on...

The Evo 3D/V isn't configured to supply power to an OTG device so it can't even support a flash drive without external power let alone charge a laptop. Some of the Samsung Galaxy models will but that power is obviously limited by their battery life.

All that Kernel Tuner does is turn on a flag in Android that forces a standard USB cable into OTG mode, but that won't help you much unless you connect it to a powered USB hub that provides USB ports and power for the OTG devices. And you still need a kernel that supports OTG.
