Help Use without activating?

Yes you can. The only thing activating would do is let you use, texts, data, and calling.

yes you can. you can use it like an android tablet, you just wont get the PHONE features like texting, calling and 3G data.
of course there are apps that let you call and text over wifi, like google voice.

Actually, they have offline GPS apps. I used this one:

for a bit while in Scotland. I'm sure there are better ones by now, but it worked fairly well for my needs.
The reason you need data all the time is to download the data, but with apps like the one I linked to, it lets you download certain areas on wifi and use them later without data.
The one thing to note with the Triumph, however, is how utterly terrible the GPS is. I know some people have said it works well for them, and others have said that rooting and changing some files has helped, but both mine and my brother's Triumph have terrible GPS's.
