Help Useless update

Still getting RIRS errors when texting. Not so sure I am on the update though because I received my phone back from HTC and did in fact do an update, but not sure which it was.
 
It probably updated the PRL, which is what most do on first startup. That is NOT the OTA, which was only released yesterday or the day before in limited amounts.

You sure it was that update? There was another update previously for Personalization...

I have the update and I haven't had an issue with texting...Friday morning I got it, actually...
 
Yeah, this was it. It went through a lot of stuff then restarted a few times then said "congratulations! you've been upgraded to software number blah blah" lol.

I did the other one a while back. I'm not sure of what that one did but i did it anyways haha
 
Your software number will be 1.14xxxx if you have the update. Otherwise it will be 1.13xxxx. Check settings/ about phone for version
 
the major change in this OTA update was the radio, which is now version 1.09.00.0706.
this is the update and here's a mirror if anyone wants to look around or flash the radio manually. other changes are patches to quite a few apps, libs, debuggerd, build.prop and otacerts.

Haven't used it much but I have notice I maintain ~ -90dBm at my house when I used to stay around 103 according to the Network Signal Info app. I'll come back later with updates
 
As I posted in another thread, while I am not getting the ris error message if I rapidly send myself 10 one word texts to myself I'm lucky to receive half of them. I don't know how relevant this is in real world usage but thought that I'd mention it just as an observation. As for the fluctuating signal bars at least on my phone it's just a visual anomaly, while the bars fluctuate wildly at times my actual signal strength hardly waivers using a signal strength widget in real time.
 
I'll chime in. I haven't received text error messages after I updated. Although I do see the phone struggle to send texts on occasion, but always go through eventually (always within 1 minute). I've fired off 10-20 texts to my google voice. Then I text my phone via google voice. All success. I am in NYC and always get great signal, not sure if that helps. The problems I used to have with texts have pretty much gone away and seems I am not missing phone calls either.
