Using Android to download a program for PC

No, I'm not talking about tethering.
I just want to be able to download a file I need for my PC.
What I need to do is download some drivers for my broken PC. All I have is my Android to do it with.
But anytime I try and download something, my droid just sits there.
Am I doing something wrong?
Can regular programs be downloaded on to an androids SD card?
Any help would be awesome!
Thanks in advance,
Policetac

Maybe try a different browser? Idk, I don't have any problems doing this. Note the Ruby .exe file. Just downloaded it using the stock ICS browser:

I use Google, but tried Dolphin. I upgraded my file mgr and tried "Downloader." My phone is fully rooted, but I still can't download. The message always says that _!don't have permission.
