Help Using Phone as a WiFi Extender Question

Can the phone be used to sort of extend WiFi? Or for instance, my Android phone is on my workplace's network (They use the MAC Addresses); can I use a method to connect my laptop to my phone and use the phone as sort of a wireless extender? This doesn't seem that complicated, but I can't find anything on it nor get it to work. Thanks!
 
This seems to be the least- understood feature of the Thunderbolt. I have seen two threads on here on the last three weeks with no definitive answers.
