The first file is the backed up apns. This is the app to restore them. https://drive.google.com/file/d/0Bz0BB9r1N8cId0RrT2d1ZEdydkk/view?usp=docslist_api Put the apk in the system/priv-app folder and in the menu of the app after you install it disable ics check.

Been searching for a fix to get my ringplus to work with a custom rom.. and couple people mentioned using this backup and recovery app.. but on my phone(LG VOLT) is says its unusable on android 4.0 + .. so how do you go about using this to restore ?

It doesn't say it's unusable. It says that KitKat security prevents it from editing apns. Making it a system app bypasses this issue (as stated by the OP and in the apps description on the play store) and you can disable the version check in the app menu.
