anyone know why this happens? it'll probably burn more battery life that way. i can't figure it out.

It's part of the Rom, and trust me it takes little power consumption from your phone. Almost nothing. It's called Back lignt notification. You can disable it in CWM. Or get an app such as BLN control from the market to disable it. However you want.
If you meant they "actually NEVER turn off" I think there may be an issue somewhere. Try getting the BLN app and disable it.

it is the BLN, unless you had something go very wrong with your flash. you can boot into recovery which should have an option where you can turn it off there, or use the app as suggested above
