Generally with Android devices you can unless you are below 5% on the battery. Depending on what you are doing, the phone may charge slowly or not charge at all (especially with that screen size). Examples of this would be games that are processor intensive or navigation (you'll know because your phone will warm up). What this really means is that your phone is consuming battery faster than it can be replenished. My galaxy nexus, with a screen slightly smaller than the note, charges much more slowly if I am using it.
