sounds like your recovery may be messed up. I've heard people say that clockwork mod can cause some issues on the ally so your best bet would be to uninstall it and use this guide http://androidforums.com/getitnowmarketing/330813-all-one-recovery-thread.html to get your recovery. If you dont feel up for the guide go into clockwork and try flashing the alternative recovery. Flash it a few times to make sure it sticks and then boot into recovery. From there you can manually wipe data, cache, and davalk cache then flash Velocity.

almost forgot, make a backup of your stock rom before flashing velocity just in case you need it later or something goes wrong.

i had the same issue when i installed a new recovery... you have to do it 4 or 5 times in a row (even if it says successful). then you should reboot to your recovery. once in recovery clear your cache's and install your ROM. make sure your rom is still in the zip file on the root of your SD Card.

***EDIT***

if you use ADB you (usually) only have to flash once and you can download most recoveries to push to your phone.

www.clockworkmod.com

adb remount
adb shell
adb push c:\flash_image /system/bin/flash_image
adb shell chmod 0755 /system/bin/flash_image
adb push c:\recovery.img /system/bin/
adb shell
flash_image recovery /system/bin/Recovery.img
rm /system/bin/recovery.img
reboot recovery
