[Verizon] Soft bricked Nexus phone, no flash option in Fastboot

I used Nexus Root Toolkit to unlock & root friend's Nexus Verison phone. All that went fine, then I used the Toolkit to flash "Shiney" rom. I don't know what happened but now it won't boot all the way (Stuck on colorful x logo screen). I can get into fastboot mode, but toolkit is having problems communicating with it - it can connect but commands fail.

Also, in all the recovery mode screen shots I've seen there is a flash option but all I have are 2 wipe options & update via ADB or USB, and reboot

How do I proceed? (either back to stock or Shiney rom)
 
When you use the command "fastboot devices", what comes up?
Also, did you make a nandroid backup with cwm or twrp?
 
Well... this is weird. It just booted up & is rooted. When I was trying to fix it with Toolkit, I attempted to use it to go back to stock & also attempted to flash Shiny.

How do I tell if its running Shiny or stock? Wouldn't I have lost root if it did flash stock?
