Root [Verizon] Starting Root - Some questions and maybe more soon

I can see I'm late to the party nut before tethering I would contact your carrier as well I have received significant charges for tethering on one network on both unlimited and limited plans. While on others they allow tethering on any plan.
 
But I thought the idea was that the Rom bypassed the whole need to worry about the plan for it? If that was the case, I wouldn't think the carrier would be able to help me anyways would they?

The Rom should bypass it, but that doesn't mean that it violates the terms of you contract. On an limited data plan, the fcc has ruled that Verizon doesn't have the authority to prevent users from tethering their devices due to Block C regulations Verizon agreed to when they leased the 700 mHz spectrum for their LTE. Conversely, the FCC has ruled that for users with an unlimited data that Verizon does have the right to do so because it falls under one of the conditions of network stability because users could theoretically tethering as much as they want without verizon collecting money to better their infrastructure. Obviously on a limited data plan, if a user tethers a lot, they get charged a boatload in overage fees.
