This is the first time I have heard that one but you never really deactivate your Line when installing a new ROM so I don't see how they could do this. If your talking about signing back into Google counting as a activation then it would cost $50.00 to do a factory data reset and I don't think even Verizon is willing to make that move.
I looked for this, and the only reference to a $50 reactivation fee I found is a fee they charge to reactivate an account shut-down for non-payment. It had nothing to do with phone activations AFAIK.
