It will use whichever one you're connected to...4G works best, wifi is good too as long as the connection is fast...3G works, but not great....the ping times are too slow.

Are you sure? I wanted to set Skype up to make video calls when on wifi, but it always puts it through my carrier if you use it via the contacts video call button. I've since found out that I get free video calls with my carrier, so it's not a problem.

I only manually enable carrier internet when I want to use it. 95% of my online usage is via WiFi.

That's my point. I turn on wifi, hit video call icon from a contact, warning message pops up saying out of carrier signal, try voice call instead? Don't work on wifi!
That's why I use video calling on Skype if I'm on wifi - though as I said, for me it doesn't make any difference, I don't get charged extra to make video calls via T-Mobile, so I just use that for local calls.

It should not matter, if you disable mobile data and enable wifi then Skype should work without complaining via wifi.

What I meant is that if you run Skype then it is completely agnostic about the type of Internet connection available, which can be controlled by you.
Thinking about it some more, I would guess that the contacts video calling option is not linked to Skype at all, but your carrier's video calling service. But this is a distraction from the OP's query.

That was my point. You can't force the video calling button from a contact to use Skype. It always uses your carrier.
Skype is an app that can make "video calls" over the internet, but it's not video calling as defined on the phone. Same way that the phone won't magically decide to route a voice call via Skype either.

Of course if you have imported contacts from Skype there will be options in Contacts for voice calling and video calling that contact, right next to the ordinary video calling icon.
