umm... thats a little vague
i could take wild guesses as to possible reasons why, but that probably wouldnt help things. answer these questions and i might be able to help
what rom are you running(cm, aokp, aa, stock)?
what program/service are you trying to use to video chat(skype, google talk, etc)?
can you describe what kind of malfunction you are experiencing(you can see yourself and them they cant see you, you can see them but no one can see you, you cant see anyone, etc)?
