Are SD cards formatted in Fat32 by default?

Usually. Technically, anything 2GB or smaller can be FAT16.
FAT32 can be used on SD cards 512MB or larger.

What should I be formatting the second partition? Ext2 didn't work.

Follow the instructions in TeachMe's thread that I linked to earlier. Follow all the instructions. Including the ones in the links that Teach has provided.

ext4 if ext2 didnt work or flash a kernel that supports ext2 .

Anyone using links to SD or external to internal swap should be using a GOOD class 10 card. Not the ones from China remember if u have the swap installed these cards are wrote to and read from the whole time your phone is on. Also keep off card backups on your PC or Google drive just in case.
