but no problems with exact same test vs. windows laptop. and multimeter confirmed V ok, amps ok. 2.5A brick, it's not underpowered.

I do agree that brick could be bad, or hub could easily be bad, but in this case it seems more likely to something weird - it powered up a 2.5" drive with no secondary power, and windows liked it, so that has to mean something.
