Voice dialing from a locked state works on my Droid RAZR M. The only drawback is that the function opens the built-in Voice Commands 'App', so it's possible to accidentally 'pocket dial' one of the other options before placing the appropriate call.

But this is not the RAZR M forum it is the Motorola DROID forum - a phone over 3 years old now. And, FWIW, you're replying to a thread that is at least a year old - before your RAZR M was thinking about making it to production

Don't worry, a lot of people use these forums for any of the Droid branded phones - but it is specifically for the Motorola A855 DROID, released November 6, 2009.
