Now that my Hero is rooted with asop2.2 can I get the voice command feature where I can speak to text a message rather then actually typing it?

You can just press the button that looks like a small microphone on the keyboard. You will get the same prompt that asks you to speak when doing a Voice Action.
Whatever you speak will be entered into the text box that has the focus when you press the microphone button. In your case, it would be in Handcent SMS.
