I'm fairly confident of this. Anyway it won't make any difference because you don't have to do anything unless you have done what I did and have this problem. I didn't like the Google Search atop every screen so I disabled it (not a simple drag-delete). I noticed my voice input no longer worked on Navigation nor texts. A Factory Reset fixes the problem. I have not disabled Google Search and my voice input works fine now. No I did not do it again to test this theory to completion.
