Voice operation

Is there a way I can use voice operation without having to have a network connection? I prefer to turn my data off when I'm not using it. It looks like the S Voice app on my Note 3 needs a network connection.

With my old Droid Razr, I at first needed a network connection, but eventually I didn't. Must have been one of the software updates or something. I'd like to have the same on the note 3 if possible...

S Voice works off of wi-fi as well...it is a bit finicky but it should still work.

Pretty sure S-Voice only works with a data or internet connection.

Thanks! Is Google's voice recognition something I have to download separately, or just change a setting? I'd like to switch to that...

Should just be Google Search I believe, that brings in the Voice for google, as for typing you might need to install Google Keyboard.
