Help Voice Search Dialing adds "+1" won't dial

If I use Voice Search to dial a number, it adds a "+1" to the phone number and then the phone doesn't recognize the "+" sign. If I go back in and edit out the "+", then the phone will dial. I have fiddled with every setting I can think of without success.

Does anybody have and idea how I can make voice search quit inserting a "+"?
