I wonder whether there is a voicemail application matches the following requirements:

a) forward to voicemail after 30-second ring

b) play self-recorded greetings before caller's message recording

You don't say which country you're in. I mention that because here in the UK the service provider takes care of your VM. Not to say that you can't use a VM app but 99.9% of people use the provided facilities. My provider is Vodafone and both the items you want are possible with their VM system

Unfortunately, I am using a pre-paid SIM so the voicemail is not provided.

In my country, Belgium, all prepaid cards have a voice mail service.
You may simply have to set the voice mail service number of your operator in the settings of your phone?
