Help volume rocker

When I am on my home screen and try to use the volume rocker to increase or decrease the ringer volume the screen shows ringer volume going up then if i press it again the media volume comes up. It seems to alternate between the two when I am trying to change the volume. Is this normal or is there an option I need to have checked that I have missed? Is it because there is a media program running in the background that I do not know about? Thank you
 
Bump. Does no one else have a problem with the volume rocker switching between ringer and media volume when trying to change one or the other?
