I'm running cm10.1 and one thing that is bugging me a lot is, and the best way I can describe it, is this Vsync-like tearing effect when I scroll up and down pages. It looks exactly like when you're playing 3D games on a computer with Vsync off. I don't know if there's a simple fix like a toggle I'm not seeing somewhere to turn Vsync on in the settings or if there's a patch to do so or if you're gonna tell me it's not possible to do it and that I have to use another ROM. Any ideas?

what launcher are you using?
have you tried and wipe dalvik cache and cache? try that and see if that helps. if not then you can try and wipe dalvik cacje, cache and re-flash the rom....hopefully that should take care of the issue.
or you can also try another launcher....i like nova prime or go launcher.
