Help VZW 4.2.2 keeps redownloading files

[Rouids]

Hello, I've noticed recently (only after the 4.2.2 update) that this one file keeps redownloading, and I've checked my browser and chrome to see if its because the webpage Idownloaded it from keeps reloading, but its not. II've also tried deleting the download manager cache, and the downloads cache, but when I press the button, it does nothing.

Please help. Its wasting my data, stupid VZW data limits...

Also, just to add, I tried using the app "All-in-one toolbox" and it says there is no cache files on the phone, which is just bull, I barely ever clear then cache on this phone, so there should be some cached files.

It might pain you to do so, but try performing a factory reset to remove any glitch that might be happening with the apps.

I'll see if I'm allowed to (I'm not the only one that uses this phone).

I also updated the OP with more problems.
