When does one stop blaming the devices and start blaming the network?

When the issue is not consistent with all phones side by side. Like I said, my s3 would get worse signal than my s4....also,my iPhone 5 I used to have kept a stronger signal than my s4... the RAZR maxx hd I had was similar to the iPhone 5.
