I downloaded pictures off the internet and tried to set them as my background, and it says "This picture has been set as wallpaper" But its just the default wallpaper. So then I tried the Bar code scanner wallpapers and Android themes.com and same thing!!! WHAT AM I DOING WRONG????

Restart the phone, see if that helps. Once my settings process had a force close so to change anything I needed to restart.
