Help Wallpaper Issue

I have a strange issue. The set home screen wallpaper does not stay. Every time I restart the wallpaper does not load and I get the plain blue background. The lock screen is OK, but it will probably happen the same if I change it. How can I solve this, please?

Have you saved your live wallpaper to your external, (removable), SD card? If so, move it back to phone.

Yes, that was it. Thanks to my ignorance I didn't know. Simple, but a continuous headache.
