Help Wallpaper stupid green box

I've searched and searched. Why when I download a pic it comes up full screen, but when I want to make it a wallpaper it put's that stupid green box up and won't let me capture the full pic for the wallpaper?

960x800... use photoshop to change the resolution of all photos before attempting to capture the whole picture as a background
