To open a command prompt, just go to start -> run and type in 'cmd'

ok so it is DOS that you have to go into. Didn't think that the rabbit hole went that deep.

got a superuser icon in my app list which gave me the clue i did it right and i went and downloaded wireless tether to confirm it.
