Was Screen Record Removed?

Making a video of the screen activity and being able to scribble on the screen while talking was shown as a Note 2 feature in a Samsung promo video. But it appear they yanked this feature from the release version.

Anyone know of a hack/app to add this function back?

There was a thread that discussed this. I believe the US versions will not include that, from what was being said. Speculation was that it violated a patent in the US.

My AT&T Note 2 DOES have the S Note app with a functional Screen Recorder.

In fact I have not seen any Note 2 where this feature is missing.
I blame pilot error for the reports this feature is missing in the S Note App.

Launch S Note

Look for the Red Dot at the Top Center of the App

That is the S Note App Screen Recorder, and its only available in the Samsung S Note App.

Screen recorder and the S Note screen recorder is different. I think it was removed on all galaxy models after an update. That is unfortunate because it would have been really nice.

No I do not have Screen Recorder on AT&T phone.
